EXPRESSION OF INTEREST FOR PROVISION OF VARIOUS INDIVIDUAL CONSULTING SERVICES
1. The Government of the United Republic of Tanzania through the Rural Energy Agency (REA) has received fund from Rural Energy Fund & World Bank for provision of various individual Consulting Services as described in Pare 2 below;
2. The Rural Energy Agency now invites eligible “individual consultants” to indicate their interest in carrying out the assignments. Expression of Interests are invited under the following Tenders:
Tender No: AE/008/2016-17/HQ/C/23: Individual Consultancy services for clarifying approval processes and reducing the compliance burden for small power project developers;
Tender No: AE/008/2016-17/HQ/C/25: Individual consultancy services to review and update feasibility studies, ESIA and business plans for projects within the SPP pipeline;
Tender No: AE/008/2016-17/HQ/C/26: Provision of Individual Consultancy Services to Review and Update the Existing Hand Book for Solar Energya Prepare Solar Technical Guidelines;
Tender No: AE/008/2016-17/HQ/C/27: Individual Consultancy Services to translate solar energy handbook into Kiswahili;
Tender No: AE/008/2016-17/HQ/C/28: Individual Consultancy services to carryout capacity building needs assessment for REA, SPP developers, Trust Agent and PFI’s; and
Tender No: AE/008/2016-17/HQ/C/43: Individual Consultancy Services for Editing, Typesetting and Printing the Rural Energy Agency Annual Report for the Year ending 30th June 2016.
3. Interested individual consultants must provide information indicating that they are qualified to perform the services by submitting updated CV’s, description of similar assignments, experience in similar conditions and relevant skills.
4. Interested individuals are requested to submit written expression of interest, one original plus three (3) Copies of detailed Curriculum Vitae (CV) and Financial Proposal in writing by 30th November, 2016 at 1200 hours local time. The Detailed CV and Financial Proposal shall each be enclosed in a separate envelope and marked “Detailed CV” and “Financial Proposal” respectively. The two envelopes shall then be enclosed in a single envelope and marked the description of respective tender and submitted to the following address: Secretary of the Tender Board, Rural Energy Agency, Mawasiliano Towers 2nd Floor, Room No. 214, 20 Sam Nujoma Road, and 14414 Dar es Salaam.
5. A consultant will be selected in accordance with the procedures set out in the Public Procurement Act No. 7 of 2011 and the Public Procurement Regulations, 2013 – Government Notice No. 446.
6. The opening of CVs shall take place immediately after the deadline for submission, at the 12th Floor, Room No. 1201, Mawasiliano Towers Sam Nujoma Road. Applying individual consultants are invited to attend the opening ceremony.
7. Interested eligible consultants may obtain further information from the office of the Secretary of the Tender Board, Rural Energy Agency, Mawasiliano Towers 2nd Floor, Room No. 214, 20 Sam Nujoma Road, and 14414 Dar es Salaam during working days from Monday to Friday inclusive except on public holidays.
8. CV’s shall be evaluated on the basis of the criteria shown in the Terms of Reference. Only individual Consultants scoring 70% or above shall be engaged (depending on their availability) to carry out the assignments.
9. Prospective Individual Consultants are required to collect the Terms of Reference from the Secretary, Tender Board whose address is indicated on paragraph 6 above during working days (Monday to Friday) between 0900-1500 hours.
10. Any request for clarification with regard to this assignment shall be addressed to the undersigned. The Client shall respond to clarifications received not less than one week before the deadline for submission.
11. Late Expressions of Interest shall not be accepted for evaluation irrespective of the circumstances.
