INVITATION FOR PRE-QUALIFICATION: VILLAGES ELECTRIFICATION INITIATIVE ALONG THE BACKBONE TRANSMISSION INVESTMENT PROJECT

1. This invitation for prequalification follows the General Procurement Notice for this project that appeared in the Daily News of 2nd February, 2013 and REA website.

2. The Rural Energy Agency has received funds from the Government of Tanzania (GoT) with co-funding from the Swedish International Development Cooperation Agency (Sida) and Norwegian Agency for Development Cooperation (Norad) towards the cost of the Villages Electrification Initiative along the Backbone Transmission Investment Project, and it intends to apply part of the funds to payments under the contracts Nos. AE/008/2014-15/HQ/G/8 – Lot 1 and Lots 2-Lot 5:

Lot 1: Supply and Installation of 220/33 kV, 2 x 10 MVA substation Extension in Mtera,

Lot 2: Supply and Installation of MV and LV Distribution Networks and Consumer Connections in Iringa Region,

Lot 3: Supply and Installation of MV and LV Distribution Networks and Consumer Connections in Dodoma Regions,

Lot 4: Supply and Installation of MV and LV Distribution Networks and Consumer Connections in Singida Region, and

Lot 5: Supply and Installation of MV and LV Distribution Networks and Consumer Connections in Tabora and Shinyanga Regions.

Applications may be made for pre-qualification for one or more of the contracts (lots). The Rural Energy Agency intends to pre-qualify Applicants for the contracts. Applicants can apply to be pre-qualified for all lots, but an applicant can be contracted for a maximum of two lots. It is expected that invitations to bid will be made in August 2016.

3. Pre-qualification will be conducted through the procedures specified in Regulation 119 of the Public Procurement Regulations– Government Notice 446 of 2013, and is open to all firms and voluntarily formed joint ventures.

4. Interested applicants may obtain further information from and inspect the pre-qualification documents at the address below in para 5 from 09:00 – 15:00 hours local time (Monday to Friday) exclusive of public holidays. A complete set of pre-qualification documents in English may be purchased by interested applicants and voluntarily formed joint ventures on the submission of a written application to the address below and upon payment of a non-refundable fee of fifty (50) US$ or one hundred thousand (100,000) Tshs. The method of payment shall be Banker’s Draft, or Banker’s Cheque, deposit in the Rural Energy Agency CRDB Bank Account No 01J1029697400 (for Tshs) and No 02J1029697400 (for USD), respectively. Applicants are responsible to collect prequalification documents either in personal or through Courier upon presentation of proof of payment.

5. Applications for pre-qualification, one original plus 3 copies should be submitted in sealed envelopes, delivered to the address: Secretary to the Tender Board, Procurement Management Unit, Rural Energy Agency, Mawasiliano Towers, 2nd Floor, Room No. 214 20 Sam Nujoma Road, 14414 Dar es Salaam, by Tuesday, 9th August, 2016 at 12:00, and be clearly marked “Application to Pre-qualify for Villages Electrification Initiative along the Backbone Transmission Investment Project”.

6. Late applications, portion of applications, electronic applications, and applications not received, applications not opened and not read out in public at the tender opening ceremony shall not be accepted for evaluation irrespective of the circumstances

Rea Yawajengea Uwezo Waendelezaji wa Miradi Midogo ya Umeme Unaozalishwa na Maporomoko ya Maji

IRINGA, Nyanda za Juu Kusini

Wakala wa Nishati Vijijini (REA) umeendelea kuchukua hatua madhubuti katika kuimarisha upatikanaji wa nishati nchini kwa kuendesha mafunzo maalum ya wiki moja yaliyolenga kujenga uwezo wa waendelezaji wa miradi midogo ya uzalishaji wa umeme unaotokana na maporomoko ya maji (Small Hydropower).

Mafunzo hayo yaliyoanza tarehe 7 Septemba, 2026 katika Hoteli ya Sunset mkoani Iringa, yamewakutanisha waendelezaji wa miradi (Developers) zaidi ya 15, hususan kutoka maeneo ya Nyanda za Juu Kusini. Lengo kuu ni kuwajengea uwezo wa kiufundi ili kuongeza ubora wa miradi yao ili iweze kuunganishwa kwenye Gridi ya Taifa kupitia Shirika la Umeme Tanzania (TANESCO).

Akizungumza wakati wa ufunguzi wa mafunzo hayo, tarehe 9 Septemba, 2026, Kaimu Meneja wa Usaidizi wa Kiufundi kwa Waendelezaji Miradi kutoka REA, Mhandisi Emmanuel Yesaya, alisema kuwa REA haishii tu kutoa msaada wa upatikanaji wa nishati vijijini, bali inajikita pia katika kuongeza ujuzi wa wataalamu wa ndani.

"Kuongeza ujuzi kwa waendelezaji hawa kutasaidia kuhakikisha miradi inatekelezwa kwa kuzingatia viwango vya kitaalamu na ubora unaohitajika. Hatua hii itaongeza idadi ya miradi inayofikia vigezo vya kuunganishwa kwenye Gridi ya Taifa, kuongeza uzalishaji wa umeme, na kuchochea maendeleo ya kiuchumi na kijamii vijijini," alisema Mhandisi Yesaya.

Mafunzo hayo yameendeshwa kwa ushirikiano kati ya REA na Wataalamu kutoka Ndaki ya Uhandisi na Teknolojia (CoET) ya Chuo Kikuu cha Dar es Salaam (UDSM). Maeneo yaliyofundishwa ni pamoja na usanifu wa miradi, upembuzi yakinifu, sayansi ya maji (hydrology), uhandisi wa umeme na elektroniki, pamoja na uendeshaji na matengenezo ya mitambo.

Mbali na mafunzo, REA imebainisha kuwa imekuwa ikisaidia waendelezaji hao kupitia ruzuku za ujenzi, maandalizi ya maandiko ya miradi na usanifu.

Aidha, Wakala huo upo katika mchakato wa kuandaa mfumo wa mikataba ya muda mrefu (Framework Contract) na taasisi za elimu ili kutoa mafunzo endelevu kwenye nishati jadidifu ikiwemo nishati ya jua na mifumo ya gesi vunde.

Kwa upande wao, baadhi ya washiriki wamepongeza mafunzo hayo; akizungumza na Wanahabari, Mhandisi Denis Makoyi kutoka kampuni ya Africa Power Investment, alisema mafunzo hayo yameongeza uelewa mkubwa wa kiufundi katika hatua za utekelezaji wa miradi. Naye Lutengano Kigola kutoka mradi wa Nyalawa Hydropower, aliongeza kuwa mafunzo hayo yanathibitisha kuwa Tanzania ina wataalamu wa ndani wenye uwezo mkubwa wa kuendeleza miradi ya umeme wa maji.
