RE-INVITATION FOR TENDER - RURAL ELECTRIFICATION FOR PERR-URBAN AREAS OF PWANI REGION AND KIGAMBONI DISTRICT
Tender No: AE/008/2017-18/HQ/G/39
1. This invitation for tender follows the General Procurement Notice (GPN) which appeared in REA website (www.rea.go.tz) and PPRA Journal ISSN: 1821-6021 Vol. VIII-No.38 of 19th September, 2017.
2. The Government of Tanzania has allocated funds to the Rural Energy Fund towards the cost of Rural Electrification for Peri-Urban Areas of Pwani Region and Kigamboni District and it intends to apply part of the funds for payments under the contracts No.AE/008/2017-18/HQ/G/39 for Supply and Installation of Medium and Low Voltage line, distribution transformers and Consumer Connections to Peri-Urban Areas of Pwani Region and Kigamboni District.
3. The Rural Energy Agency now invites sealed Tenders from eligible electrical specialist (power lines) contractors registered or capable of being registered as Class One registered Contractor by Contractors Registration Board (CRB) for carrying out the Rural Electrification for Peri-Urban Areas of Pwani Districts and Kigamboni District. Tenderers may tender for all lots, but each tenderer can only be contracted for a maximum of one lot.
4. Tendering will be conducted through International Competitive Bidding as specified in the Procurement Regulations, 2013 – Government Notice No. 446.
5. Interested eligible Tenderers may obtain further information from and inspect the Tendering Documents at the office of the Secretary of the Tender Board, Rural Energy Agency, Mawasiliano Towers 2nd Floor, Room No. 214, 20 Sam Nujoma Road, 14414 Dar es Salaam, P.O. Box 7990, Dar Es Salaam, Fax +255 22 2412007, Email: pmu@rea.go.tz from 09:00 – 15:00 hours local time on Mondays to Fridays inclusive except on public holidays.
6. There will be a pre-bid meeting to be held on Tuesday, 29th May, 2018 at 10:00 Hours, Mawasiliano Towers 2nd Floor, 20 Sam Nujoma Road, 14414 Dar es Salaam, and Venue Room No. 1201. All bidders are encouraged to attend the pre-bid meeting.
7. A complete set of Tendering Document(s) in English and additional sets may be purchased by interested Tenderers on the submission of a written application to the address given under paragraph 4 above and upon payment of a non-refundable fee of TZS 100,000. Payment should either be by Cheque, payable to the Rural Energy Agency CRDB Bank Account No 01J1029697400 (for TZS). Tenderers are responsible to collect bid documents either in personal or through Courier upon presentation of proof of payment.
This tender document contains three volumes and annexes as follows:
a) Volume 1: Sections I to VI
b) Volume 2(a): Technical Specifications and Drawings
c) Volume 2(b): Material Specifications
d) Volume 3: Forms of Tender
8. All Tenders must be accompanied by a Tender security in a form of Bank Guarantee from any reputable bank. Bank Guarantee issued by Foreign Banks must be indorsed/confirmed by a reputable local bank. The Bank guarantee shall be in the amount as provided below. The Bank Guarantee should be valid for 118 days from the deadline for submission of Tenders.

9. All Tenders in one original plus two copies, properly filled in, and enclosed in plain envelopes must be delivered to the address Secretary to the Tender Board, Procurement Management Unit, Rural Energy Agency, Mawasiliano Towers, 2nd Floor, Room No. 214, 20 Sam Nujoma Road, 14414 Dar es Salaam, by Tuesday 19th June 2018 at 12:00 Hours. Tenders will be opened promptly thereafter in public and in the presence of Tenderers’ representatives who choose to attend in the opening at the Rural Energy Agency, Mawasiliano Towers, 2nd Floor, Room No. 214, 20 Sam Nujoma Road, 14414 Dar es Salaam.
10. Late Tenders, portion of Tenders, electronic Tenders, and Tenders not received, Tenders not opened at the Tender opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
