EXPRESSIONS OF INTEREST - CONSULTANCY SERVICES FOR THE ESTBLISHMENT OF THE RENEWABLE ENERGY INVESTMENT FACILITY (REIF)

TENDER NO: AE/008/2017-18/HQ/C/29

1. The United Republic of Tanzania, has received a grant from the Sustainable Energy Fund for Africa (SEFA) administrated by the African Development Bank and intends to apply part of the agreed fund to payments under the contract for Consultancy Services for the establishment of the Renewable Energy Investment Facility (REIF).

2. The services included under this assignment are:
(i) Scoping/Market Study & Options Assessment for the establishment of REIF – to include an assessment/identification of the gaps and hurdles between the demand for financing by private sector renewable energy developers and the availability of financing from either local and/or international financial institutions/banks and consider the sufficiency or otherwise of appropriately tenured and priced capital/financing instruments. The study will pay particular attention to the experiences, difficulties faced and lessons learnt from the design and implementation initiatives such as the Small Power Producers (SPP) credit line under the Tanzania Energy Development & Access Programme (TEDAP), the Lighting Tanzania Programme, the Results Based Financing (RBF) scheme, the Electrification Financing (Electrifi) initiative and others.

(ii) Technical Assistance for the Establishment of REIF – subject to the outcome of the market study, this component shall include formulating the structure of REIF and its constituent components or instruments, the facility size/capitalization and funding options, structure fund governance/management procedures and setup operations manual/guidelines.

(iii) Institutional Capacity Support for REA for Ancillary & Complementary Measure for Establishment of REIF – to include, development of an implementation roadmap and support to REA/GoT to operationalize REIF, conduct a call for proposal to establish an initial pipeline of projects for REIF, development of standardized/template joint project development agreements and Stakeholder engagement, information & communications.

The duration of the assignment is 12 months.

3. The Rural Energy Agency (REA) now invites eligible consulting firms (restricted to the African Development Bank Group Regional and Non- Regional Member Countries) to indicate their interest in providing this service. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

4. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy Framework for Bank Group Funded Operations as approved in October 2015” and as amended from time to time, which is available on the Bank’s website at http://www.afdb.org. The selection method to be used, is the Quality and Cost Based Selection (QCBS). Please note that interest expressed by a firm does not imply any obligation on the part REA to include it in the shortlist or to continue with the tender as outlined within this EOI.

6. One original and two copies of written Expression of Interests (EoI) must be delivered in sealed plain envelopes to the address below on or before Friday 25th May, 2018 by 10:00 Tanzania Time (GMT + 3).
