EXPRESSION OF INTEREST - CONSULTING SERVICES FOR DENSIFICATION PROGRAM ROUND II & INSTALLATION OF HYBRID SYSTEMS IN TANESCO’S ISOLATED SITES

1. The United Republic of Tanzania has applied for financing from the French Development Agency (AFD) and intends to use part of the funds thereof for the financing of REA’s Densification Program - Round II and installation of hybrid systems in TANESCO’s isolated sites.

2. Short Description of the program
AFD intends to support the National Rural Electrification Program through a EUR 100M concessional loan on two levels: (i) densification of the existing grid in peri-urban and rural areas and (ii) development of renewable energies in isolated grids. Practically, this will consist (i) in connecting households located in a distance of 3 km and less from the existing Medium voltage (11/33kV) grid lines in the areas of Morogoro and Kagera and (ii) in hybridizing 4 or 5 pre-identified thermal diesel plants by the installation of solar panels. The project will also include a capacity building component.

3. The assignment is expected to last 4 years.

4. Scope of Works
The Scope of Work for the consultant shall include:
• Preparation of detailed feasibility studies, including environmental and social impact assessment for the projects finances under the program
• Preparation of bidding documents
• Managing the tender process; issuing of clarifications, Addenda, bid conference and bid opening, evaluation of bids and formulation of contracts
• Assist in interpretation of contractual items, establishment of progress measurement thresholds
• Validation of invoices in line with Lender eligible costs criteria before recommending for payment
• Supervision of works and commissioning activities
• Preparation of Monthly implementation progress Reports
• Preparation of Project Quarterly Progress Reports
• Preparation of Project Annual Reports
• Capacity building and training

5. The Rural Energy Agency (REA) hereby invites consultants to show their interest in delivering the Services described above. Eligibility criteria to AFD’s financing are specified in sub-clause 1.3 of the “Procurement Guidelines for AFD-Financed Contracts in Foreign Countries”, available online on AFD’s website www.afd.fr.

6. Interested consultants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted.

7. If the consultant is a Joint Venture (JV), the Expression of Interest shall include a copy of the JV Agreement entered into by all members. Alternatively, a letter of intent to execute a JV Agreement in the event of a successful proposal shall be signed by all members and submitted with the Expression of Interest, together with a copy of the proposed Agreement.

8. Among the submitted applications, REA will shortlist a maximum of six (6) consultants, to whom the Request for Proposals to carry out the Services shall be sent.

9. REA will take into account for the evaluation of the applications the following eligibility criteria over the last five (5) years:
• Experience in at least two (2) supervision and Management contracts (or Owners Engineer contracts) each with a value of 2 Million Euro as a minimum in Medium and Low Voltage Distribution Lines area;
• Experience in Project supervision and management of at least two (2) similar Project in the region (Africa)
