Rural Electrification for Peri-Urban Areas of Pwani Region and Kigamboni District

1. This advertisement amends the above invitation which appeared on the Daily Newspaper and Habari Leo of 3rd October, 2017 respectively.

2. The Government of Tanzania has allocated funds to the Rural Energy Fund towards the cost of Rural Electrification for Peri-Urban Areas of Pwani Region and Kigamboni District and it intends to apply part of the funds for payments under the contracts AE/008/2017-18/HQ/G/39 for Supply and Installation of Medium and Low Voltage line, distribution transformers and Customer Connections.

3. The Rural Energy Agency now invites sealed Tenders from eligible electrical and specialist (power lines) contractors registered in Class One registered in the Contractors Registration Board (CRB) for carrying out the Rural Electrification for Peri-Urban Areas of Pwani Region and Kigamboni District.

4. Contractors that have current contracts with the Agency shall not apply.Tendering will be conducted through International Competitive Bidding as specified in the Procurement Regulations, 2013 – Government Notice No. 446.

5. Interested eligible Tenderers may obtain further information from and inspect the Tendering Documents at the office of the Secretary of the Tender Board, Rural Energy Agency, Mawasiliano Towers 2nd Floor, Room No. 214, 20 Sam Nujoma Road, 14414 Dar es Salaam, P.O. Box 7990, DAR ES SALAAM, Fax +255 22 2412007. Email: info@rea.go.tz and tnsanzugwanko@rea.go.tz from 09:00 – 15:00 hours local time on Mondays to Fridays inclusive except on public holidays.

6. A complete set of Tendering Document(s) in English and additional sets may be purchased by interested Tenderers on the submission of a written application to the address given under paragraph 4 above and upon payment of a non-refundable fee of TZS 200,000 or USD 100. Payment should either be by Cash, Banker’s Draft, or Banker’s Cheque, payable to the Rural Energy Agency CRDB Bank Account No 01J1029697400 (for TZS) and No 02J1029697400 (for USD) respectively. Tenderers are responsible to collect bid documents either in personal or through Courier upon presentation of proof of payment.

This tender document contains three volumes and annexes as follows:
a.) Volume 1: Sections I to VI
b.) Volume 2: Sections VII to XII
c.) Volume 3: Material Specifications (CD-ROM)

7. All Tenders must be accompanied by a Tender security of US$ 50,000 or TZS 110,000,000 in an acceptable form.

8. All Tenders in one original plus 3 – three - copies, properly filled in, and enclosed in plain envelopes must be delivered to the address Secretary to the Tender Board, Procurement Management Unit, Rural Energy Agency, Mawasiliano Towers, 2nd Floor, Room No. 214, 20 Sam Nujoma Road, 14414 Dar es Salaam, by Tuesday 07th November, 2017 at 12:00. Tenders will be opened promptly thereafter in public and in the presence of Tenderers’ representatives who choose to attend in the opening at the Rural Energy Agency, Mawasiliano Towers, 2nd Floor, Room No. 214, 20 Sam Nujoma Road, 14414 Dar es Salaam.

9. Late Tenders, portion of Tenders, electronic Tenders, and Tenders not received, Tenders not opened at the Tender opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
