INVITATION FOR TENDER - ELECTRIFICATION OF RURAL AREAS IN SINGIDA REGION

1. The Government of the United Republic of Tanzania has set aside funds for the operation of the Rural Energy Agency for the Financial Year 2017-2018. It is intended that part of the proceeds of the fund will be used to cover eligible payment under the Labour contract for the Installation of Medium & Low Voltage lines Distribution, Transformers and Connection of Customers in un-electrified Rural Areas in Singida Region.

2. The Rural Energy Agency now invites sealed Tenders from eligible contractors registered with Contractors Registration Board (CRB) as Class One and Two for carrying out the above mentioned Tender. The Contractor during Tendering has to observe his/her class limit. Contractors/Tenderer may tender for ONE or both (TWO) lots. Contractors that have current commitments of executing projects with the Rural Energy Agency (this include Turnkey Phase III round one, Densification Phase I and BTIP-Village Electrification Initiative(VEI) and those with current/pending Litigation with the Agency shall not apply.

3. Tendering will be conducted through the National competitive Tendering specified in the Public Procurement Act No.7 of 2011 as amended in June,2016 and Public Procurement Regulations, 2013 – Government Notice No.446 as amended in December,2016 and is open to all Tenderers as defined in the Tender Data Sheet.


4. Interested eligible Tenderers may obtain further information from and inspect the Tendering Documents at the office of the Secretary of the Tender Board at Rural Energy Agency, Mawasiliano Towers 2nd Floor, Room No. 214, 20 Sam Nujoma Road, 14414 Dar es Salaam, P.O. Box 7990, DAR ES SALAAM, Fax +255 22 2412007. Email: info@rea.go.tz and tnsanzugwanko@rea.go.tz from 09:00 – 15:00 hours local time on Mondays to Fridays inclusive except on public holidays.

5. A complete set of Tendering Document (s) in English and additional sets may be purchased on the submission of a written application to the address given under paragraph 4 above and upon payment of a non-refundable fee of TZS 100,000.Payment should either be by Cash, Banker’s Draft, or Banker’s Cheque, payable to the Rural Energy Agency CRDB Bank Account No 01J1029697400. Tenderers are responsible to collect bid documents either in person or through Courier upon presentation of proof of payment. This tender document contains only one Volume.

6. All Tenders must be accompanied by a Bid Securing Declaration Form.

7. All Tenders in one original plus 3 (three) copies, properly filled in, and enclosed in plain envelopes must be delivered to the address Secretary to the Tender Board, Procurement Management Unit, Rural Energy Agency, Mawasiliano Towers, 2nd Floor, Room No. 214, 20 Sam Nujoma Road, 14414 Dar es Salaam, by Tuesday 30th November, 2017 at 12:00. Tenders will be opened promptly thereafter in public and in the presence of Tenderers’ representatives who choose to attend in the opening at the Rural Energy Agency, Mawasiliano Towers, 12th Floor, REA Conference Room No. 1201, 20 Sam Nujoma Road, 14414 Dar es Salaam.

8. Late Tenders portion of Tenders, electronic Tenders, and Tenders not received, Tenders not opened at the Tender opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
