INVITATION FOR TENDER - SUPPLY OF SOLAR PV SYSTEMS FOR PRACTICAL TRAINING TO ARTISANS AND TECHNICIANS IN MARA, SIMIYU AND TABORA REGIONS

1. This Invitation for Tenders follows the General Procurement Notice for this Project which appeared in Daily News Paper of 1st August, 2016 and REA Website.

2. The Government of Tanzania has set aside funds for the operation of the Rural Energy Agency during the Financial Year 2016-17. It is intended that part of the fund will be used to cover eligible payment under the contract for the Supply of Solar PV Systems for Practical Training to Artisans and Technicians in Mara, Simiyu and Tabora Regions.

3. The Rural Energy Agency (REA) now invites sealed bids from eligible suppliers registered as Class Three Solar Contractor or above for Supply of Solar PV Systems for Practical Training to Artisans and Technicians in Mara, Simiyu, and Tabora Regions.

4. Tendering will be conducted through the National Competitive Tendering specified in the Public Procurement Regulations, 2013 – Government Notice No. 446 and is open to all Tenderers as defined in the Regulations.

5. Interested eligible firms may obtain further information from the office of the Secretary, Rural Energy Agency Tender Board, Mawasiliano Towers, 20 Sam Nujoma Road, 14414 Dar es Salaam, Procurement Management Unit Office, Room No. 214, 2nd Floor, from 8.00 to 15.00 hours local time, Monday to Friday except on Public Holidays.

6. All tenders must be accompanied by a Bid Securing Declaration in the format provided in the Tendering Documents.

7. A complete set of Tender Document(s) in English and additional sets may be purchased by prequalified bidders on the submission of a written application to the address given in paragraph 5 above and upon payment of a non-refundable fee of TZS 100,000 (Tanzanian shillings One Hundred Thousand Only). Payment should be made through the Rural Energy Agency CRDB Bank Account No 01J1029697400. Tenderers are responsible to collect bid documents either in personal or through Courier upon presentation of proof of payment.

8. All tenders in one original plus two copies, properly filled in, and enclosed in plain envelopes must be delivered to the Secretary, Tender Board, Rural Energy Agency (REA), Mawasiliano Towers, 2nd Floor, Procurement Management Unit Room No. 214 at or before 1200 hrs on Wednesday 14th June 2017. Bids will be opened promptly thereafter in public and in the presence of bidders’ representatives who choose to attend the opening at Sam Nujoma Road, Mawasiliano Towers, 12th Floor, REA Conference Room No.1201.

9. Late Tenders, Portion of Tenders, Electronic Tenders, Tenders not received, Tenders not opened and not read out in public at the tender opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
