EOI - CONSULTANCY SERVICES FOR DESIGN OF REA OFFICE BUILDING

1. This invitation for expression of interest follows the General Procurement Notice (GPN) which appeared in www.taneps.go.tz dated 17th October 2019.

2. The Government of the United Republic of Tanzania has set aside funds for the operation of the Rural Energy Agency (REA) during the financial year 2019/20. It is intended that part of the fund will be used to cover eligible payment under the contract for Provision of Consulting Services for Conceptual Design, Detailed Design, Preparation of Bidding Documents and Construction Supervision of REA Office Building at Block AC, Plot No. 94 – Medeli – Dodoma.

3. The Rural Energy Agency now invites eligible consulting firms to express their interests in providing the services which include conceptual design, detailed design, preparation of bidding documents and construction supervision of works.

4. Interested eligible firms must provide information indicating that they are qualified to perform the services by submitting consultant’s profile, description of similar assignments, experience in similar conditions (Sub Saharan Africa), and availability of appropriate skills among staff. Consultants may associate to enhance their qualifications.

5. A consultant will be selected in accordance with the procedures set out in the Public Procurement Act No. 7 of 2011 and the Public Procurement Regulations, 2013 – Government Notice No. 446 as amended in 2016 & 2019.

6. Selection will be conducted through the Quality and Cost Based Selection (QCBS) procedures specified in the Public Procurement Regulations.

8. All Expressions of Interest (EoI) must be delivered, online through TANePS in one (1) original, in PDF-format at or before1000 hours on Thursday,13th February, 2020.

9. The Expressions of Interest will be opened online through the system of TANePS.

10. Late Expressions of Interest shall not be accepted for evaluation irrespective of the circumstances.

NB: The criteria to be used during evaluation of Expression of Interest will be as follows;
a) Submission of Consultant profile
b) Description of the similar assignment
c) Qualification of the personnel
d) Availability of appropriate skills among staffs
e) Experience in similar condition (Sub – Saharan Africa)
f) Registration with the prospective board (ERB)
g) Legal Documents
